BACKGROUND
It was 58 years back since the Filemon Perez Memorial Library was established on July 1, 1952 during the administration of the late Honorable Mayor Honono Abadilla. Lucena was inaugurated by the virtue of Republic Act No. 3271 on August 20, 1961 as a City. Along with this, the library became as Lucena City Library.
The library’s collection turned into ashes on August 30, 1983 when City Hall was totally destroyed by fire. Through the valuable support from the City Government, private and civic-organizations, the library was rehabilitated and started to offer once again library services to the people of Lucena.
A collaboration of vision and concern for public researchers most specially the students from public schools of Lucena City by the City Librarian and City Social Welfare Development Officer, Mrs. Lourdes G. Ruanto, a project study was transpired.
Mrs. Ruanto opened the gateway for the City Library towards the Rotary International - The Rotary Foundation. She submitted the proposed study for the modernization of the City Library. Through her consistent communication and perseverance to the foundation together with the Rotary Club of Cosmopolitan Lucena, Philippines, finally after one (1) year of waiting it has been approved.
With their International partner clubs – Hawaii, USA. RI District 5000, Humanitarian Grant –MGA No. 69019, RY 2008-2009 was awarded to LUCENA CITY LIBRARY by providing fifteen (15) computer units and one (1) photocopier.
As a response to this grant, Honorable City Mayor Ramon Y. Talaga Jr. immediately approved the renovation of the stockroom in lieu for the Internet Room. He also provided two (2) air-conditioning units and roll-up blinds to make the Internet room conducive for the researchers. The library instituted new section specifically for Internet Access which is called as CYBRARY SECTION.

RULES AND REGULATIONS
1. Users shall have an Internet access time of one (1) hour per day, free of charge, on "first come, first served" basis.
2. All computer users must secure a Lucena City Library Card from the Librarian-in-charge.
3. The Cybrary section can only be used for course work and related research. No recreational use of computer is permitted.
4. Users must sign-up on the cybrary logbook, noting the date, time of usage, workstation number, name and school.
5. All users will provide their own CD/DVD or USB. Saving of files will be done by the librarian-in-charge.
6. The user acknowledges that he/she has read and understood these rules. Failure to observe any part of the rules and regulations may result to suspension of the user's right to use the computer.

INTERNET LIBRARY CARD
1. Ask for the Borrower's Card Application Form from the librarian-in-charge (Administrative Section).
2. Accomplish application form with guarantor's signature. ( Either LC Government Employee or Barangay Officials)
3. Submit it together with 2 copies of 1x1 picture.
4. Pay the processing fee of Php 20.00 to the library's administrative officer.
